The first space security strategy was presented in Germany

19 November 2025 In 2015, the German Ministry of Defense published a new Strategy for Security and Defense in Space, which describes in detail the country's ambitious plans, backed by tens of billions of euros of new investment in the coming years.

The strategy was developed together with the Ministry of Foreign Affairs in cooperation with other departments. The document takes into account the growing threats in space and its "transformation from a space of peaceful research into an arena of conflicts, strategic competition and global power projection". The main goal is to ensure Germany's sustainable capability in space as well as in civilian space, So
and in military spheres in peacetime, in periods of crisis and in the conditions of the state of defense. The key directions of action are defined: identification of risks and threats and development of response options; promoting international cooperation and sustainable order in space; strengthening defense capabilities for deterrence and increasing resilience.

The strategy defines the desire to create European launch systems with a high frequency of flights in all payload classes, to provide flexible access
to space for the most dynamic missions. At the same time, special emphasis is placed on the interest in reusable spaceplanes, which can take off and land at conventional airfields,
are reusable, practically do not create space debris, allow you to perform operations much faster, than conventional rockets and cause less damage to the environment during launch. Other priorities include heavy missiles and microlaunchers, new driving technologies, logistics in orbit, cislunar space, multifunctional large constellations of satellites, small satellites for rapid response and improved space situational awareness.

The German Ministry of Defense notes, that international partners can rely on the plans of the Bundeswehr. In particular, provides for the creation of the European Command of Space Components as a national element of the Bundeswehr Space Command for the purpose of coordinating tactical tasks during EU operations, NATO or multilateral missions in space.
