Companies are expected to analyze the impact of systems on their own means of communication and navigation, as well as the possibility of serial production without American components (ITAR-free – term in the international aerospace and defense industry, which means, what product, the technology or satellite component does not contain parts or specifications of American origin, which are subject to strict US export restrictions).
The decision is predetermined, in particular, permanent base of the 45th tank brigade in Lithuania, Ukraine's experience using Starlink and Russia's attempts to suppress GPS using the Tobol complex (a top-secret Russian stationary EW and anti-space defense system) in the Kaliningrad region.
