Pakistan has introduced a license for satellite internet, however, detailed rules are still being developed

Pakistan Introduces Licensing Category for Broadband Satellite Internet in Low Earth Orbit. The Pakistan Telecommunication Authority completed the system in April 2026 year. A detailed regulatory framework is required for the commercial launch of services.

The license allows you to provide broadband access, trunk communication, network capacity and corporate services. It does not cover direct connection to devices, mobile satellite communication, mobile earth stations and broadcasting.

Operators are required to be registered in Pakistan, get a license, for 18 months to build a sluicing ground station, send internal traffic through it
and store user data in the country. It is also necessary to ensure the technical possibility of traffic interception at the request of law enforcement agencies.

The one-time fee is 500 thousand. US dollars, periodic payments - approx 2,5 % annual income, additionally 6 % — to the space sector development fund. The total load is estimated at 8,5 % income (above, than in India and Bangladesh).

At least four global operators are seeking licenses, including Starlink, Kuiper та Qianfan. The final regulatory framework must be approved by the Pakistan Council
on the regulation of space activities.
