This legal step paves the way for the activation of a full-fledged treaty between the countries after its signing at the International Astronautical Congress (IAC) representatives of NASA and the Australian Space Agency.
Introducing the document to the parliament is a critical milestone, which brings the Australian private sector and science to a new level of integration with American projects. Документ закладає довгострокову правову базу у таких цивільних сферах:
Дослідження космосу: Пряма участь австралійських команд у місіях NASA. Remote sensing: Joint Earth observation and climate data exchange with the US Geological Survey (USGS). Science and medicine: Conducting fundamental research in the field of space medicine and biology. Advanced technologies: Joint development of robotics, systems of data analysis and automated management.
For Australia's commercial sector, the agreement creates a so-called "B2B corridor". It simplifies bureaucratic procedures, allowing Australian universities and start-ups to enter into direct contracts with US partners and receive investment.
This Framework Agreement complements the already valid Agreement on Technological Guarantees (TSA). If the former TSA exclusively regulates technical security at the launch of American rockets from Australian spaceports, then the new Framework Agreement focuses specifically on science, research and commercial cooperation.
