EU space strategy for security and defence

The European Commission and the EU High Representative for Foreign Affairs and Security Policy have prepared the first EU Space Strategy for Security and Defense. In the conditions of increased geopolitical competition and growing threats, the EU is taking measures to protect space assets, defense of interests, deterring hostile actions in space and strengthening strategic autonomy.

The strategy outlines the main space threats and counterspace capabilities, leaning on

on the joint definition of the space domain. To enhance shared understanding of threats, the High Representative will prepare an annual closed analysis of the space threat landscape based on member states' intelligence.

In order to strengthen the stability of space systems, the Commission will consider the introduction of the EU Space Regulation, will create a Center for the exchange of information and analysis (ISACA), will begin work on ensuring long-term autonomous access to space and strengthen technological sovereignty by reducing strategic dependencies in coordination

with the European Defense Agency and the European Space Agency.

The strategy envisages the expansion of the response mechanism to space threats to all EU systems and services, providing access to information about the situation in space through national commands, as well as training, including with partners. Two pilot projects are planned for the maximum use of space in the interests of security and defense: space domain awareness services and a new government Earth observation service as part of the evolution of Copernicus. There is also provision for increased synergy between space, defense and security, in particular in research and development of startups.

The EU will strengthen participation in multilateral forums and promote the adoption of norms of responsible behavior in space. The strategy envisages the development of space security dialogues with third countries, in particular with the USA and like-minded countries, as well as deepening cooperation between the EU and NATO.
