Law on Space Activities. New legal framework for the Polish space sector

Poland has taken a historic step in the development of its own space industry: In March 2026 year, the Seimas finally adopted the long-awaited Law on Space Activities (Space Activities Act). This is the first comprehensive legal framework, which brings Polish space into the legal field of the EU and international conventions.

Basic provisions of the new law:

National register of space objects: An official state register is being created, where all satellites and devices will be entered, launched by Polish companies or government institutions.

Licensing system: Now private companies (such as Thorium Space or Scanway) will be able to receive official permits for space operations directly from the Polish government.

State insurance and liability: The law clearly defines the limits of financial responsibility for possible damage, caused by space objects. This is critically important for attracting investors and obtaining loans for space projects.

Supervision of the Polish Space Agency (POLSA): The agency receives broader powers to control flight safety and compliance with international environmental regulations (in particular, on combating space debris).

Mission to the Moon: Poland is preparing to participate in the Artemis program, and having its own law was a prerequisite for the certification of Polish technologies.

Development of the hub in Gdynia: The law creates preferential conditions for testing satellites and ground control systems within the framework of new technological parks.

Military aspect: The new base simplifies the integration of civilian satellite data into the Polish national security system.

The law will enter into force after the signature of the president (expected during 30 days), which will allow Poland to become a full-fledged player in the market of commercial launches and maintenance of satellite constellations.
