Підкомітет з питань зв’язку та технологій Палати представників США ухвалив двопартійний законопроєкт H.R. 8255 (Satellite and Telecommunications Streamlining Act). The document is designed to modernize and significantly accelerate satellite licensing procedures by the Federal Communications Commission (FCC).
The project was officially referred to the full Committee on Energy and Commerce of the House of Representatives.
Ключові нововведення законопроєкту
Часові дедлайни (shot clocks): The draft law establishes a strict term in 1 year for consideration by the Federal Commission (FCC) new applications for satellite licenses.
Accelerated update: To extend the validity of licenses (renewals) the time limit will be 180 days.
Automatic approval (deemed granted): The most radical norm provides, that if the FCC does not meet the deadlines, the application is considered automatically approved. This should protect companies from “regulatory limbo”.
Quick modifications: Minor changes to existing licenses will be processed under an expedited procedure from 30 to 90 days.

Проте між версіями є розбіжності, які можуть затягнути остаточне ухвалення:

Паралельно з цим сама FCC у липні вже зробила крок назустріч ринку, ухваливши масштабну внутрішню реформу Space Modernization Order. Комісія ліквідувала старі правила (Part 25) й запровадила так званий «ліцензійний конвеєр» (Part 100), який працює за принципом презумпції згоди («default to yes»), if the satellite meets the basic technical criteria. The congressional bill should enshrine these rules and deadlines in federal law.
