They were created instead 9 integrated mission portfolios (Mission Portfolios) under the direction of portfolio acquisition managers (Portfolio Acquisition Executives – PAEs). The goal of the reform is to transition to a wartime model, acceleration of development and attraction of commercial technologies.
In response to this overhaul, large business groups, who represent contractors of the defense-industrial complex (defense industry), presented their demands («markers»):
Prioritize stability during transition: Business insists on a smooth transition period, so that the change in management structures does not hamper ongoing contracts and funding of critical satellite programs.
Flexibility of budgets: The new PAE system requires Congress to provide unprecedented flexibility to reallocate funds between programs, which is of concern to both legislators, and in industry regarding the stability of long-term defense orders.
A bridge for commercial technology: As the Space Force declares a course for rapid deployment of a "minimum viable product" (Minimum Viable Product), the business community requires clear mechanisms for the transition of innovative solutions from startups to a real defense order without bureaucratic delays.
